does it take time for the big buildings to come because i have a lot of high wealth areas and booming commercial areas but my city is only like 1 or 2 yrs old. So in the next years will it grow upward?

I would recommend upgrading memory first. If you're under 2 gigs, that would be the cheapest and most effective route. Second would be CPU and third would be video card. Still, there's a limit as to their effectiveness. When my city got into the 2 and 3 million, it was so very slow, even with graphics turned all the way down.
